@legalfalcon I know a Candidate who CSIS security screening was done in one day Sep 28 to Sep 29 but is in CBSA since Sep 29th. How is that possible?
Every file moves differently. There are no set trends when it comes to security. Some applicants see a quick turn around and for others that have to wait for over a year. It depends on what is going on. Since no information is released it becomes difficult to guess what the case is.

Dear Friends,
I need some guidance from you........I have applied under CEC category on Feb 01 2017.......Recently on 12th July 2017, I got the GCMS notes and everything seems good.......It was generated on 5th July 2017........

Eligibility :- Recommended Pass
Security :- Not Started
Criminality :- Passed
Medical :- Passed

If Everything seems good in GCMS notes then why it is taking too long........:rolleyes:.....6 month mark will finish after 3 days.......

Seniors Please guide what to do in this situation ????? Your reply will be really appreciated.........Thanks in advance.....
The eligibility is a 2-3 step process. First a program analyst will review your documents and make a recommendation. In your case it is "recommended pass." Then an agent will review it and make a final determination. Then you will see this change to "Passed."

Only after this will your security start. Order Another set of GCMS and by then you should see some progress.

I am surprised CSIS completed security screening in one day for this applicant and CBSA is taking a year!

Do you have an idea in regards to why some applicants sit longer than others at CIO sydney NS? As far as I know they only perform r10 check and criminality based on the provided PCC am I right? Or is it possible that they sometimes finish other stages as well before sending to LVO.
So what makes some applicants pass in few hours while others might sit 2 weeks or a month?
I was scrolling down through immitracker and noticed something that might be random, but if you look closely, most people that sit long at IP1 go through NA quick, for others finishing IP1 quick they sit relatively longer at NA.
I know that you dont deal with predictions and you prefer assessing cases from GCMS notes, but is there anything you might know about CIO sydney that might be a relieve for us sitting longer there? :)

Recently there has been a new trend where IRCC is sending files to different offices due to work load distribution. I have seen some applicants where they have started security at CIO. So even if your file is at CIO, there may be progress, at least the initial eligibility, before the file is sent to LVO.

F. Why do BGC takes so long for some applicants?

If your application is stuck in the BGC and your GCMS notes show that everything else has been completed, then it could be wither of the two scenarios:

a) The application is stuck with CSIS. CSIS may be conducting an in-depth investigation into your file. This could be a result of your past military service, extensive travel to suspicious countries, known political or governmental affiliation. Sometimes it could be as remote as the company you worked for is under investigation by a law enforcement agency of a foreign country. Only since you were an employee, and not named in the investigation, CSIS will take its time to probe the issue before it gives its conclusive report.​

b) The CSIS report is awaiting final review from IRCC: In most cases the delay is at this stage. CSIS after filing its report, the IRCC has to make a final review and a determination. When CSIS flags a few things, CSIS does not recommend that the application be cancelled, but it is on the IRCC to determine if based on the CSIS report an applicant would be inadmissible in accordance with IRPA. Most applications are held up here. This is because the IRCC will send that report to officials specifically trained to look into the inadmissibility issues based on security and they will make a final determination, which will then be approved by an agent.​


G. What can an applicant do if his application is stuck at BGC?

If an application is stuck at BGC for a very long time, i.e. more than 3-5 months after your eligibility is cleared you have two options:

a) You can inquire about the status of your security check directly from CSIS. To enquire about the status of a an immigration screening file, the following information is required*:

a. a full name,
b. date and place of birth,
c. the signature of the applicant, and
d. a return mailing address as replies are not sent by email or fax.
e. If you are enquiring on behalf of another person, the request must be accompanied by the Consent Form to Disclose Information to a Designated Individual.
f. Mail or fax the request to CSIS at the attention of:
Assistant Director, Operations
Canadian Security Intelligence Service
P.O. Box 9732, Station T
Ottawa, ON
K1G 4G4
Fax: 613-369-2954​
It takes CSIS 8 weeks to process these requests. Information on this is available at https://www.csis.gc.ca/scrtscrnng/index-en.php#bm02 Some applicants have successfully obtained information from CSIS.​

b) If CSIS has finished the security screening, then your file is pending final review with IRCC. There is nothing much you can do at this stage. However, there is anecdotal evident that ordering GCMS notes does initiate the process. This is because every time you order GCMS notes, an agent will review the notes before releasing them. If the file has been reviewed by the Agent, and is pending posting the update on the system, the same will be done by the agent when he is reviewing the notes and this will move your file ahead.​

I have lived in Canada as a PR for five years and recently applied for citizenship in March, I have been monitoring my citizenship application online via ECAS, since March, and recently ordered the GCMS notes. Strangely today I log in to check citizenship application progress and I noticed also my PR application status stages suddenly appears, showing (Decision Made), and citizenship showing (In Progress). While I was living in france, before landing in Canada in 2012, I had never ordered my GCMS notes, and after I landed in 2012 I didn't even bother because my PNP application was processed quickly 11months in total. Is there any reason why PR application will randomly show up again today? Does ordering ATIP notes triggers PR progress again? within ECAS? Any ideas?

Once a PR application os approved and finalized, it cannot be re-opened. However, when you do apply for Citizenship, the same checks take pace in regard to security. They do look into the PR application once again to verify the details.

ECAS was a system used to track the progress of PR application pre-express entry, but after the initiation of express entry, it has become redundant.

Is something like schedule 4, or like letter of explanation?

It was just a form attached to the document request letter they sent me, like a simple excel worksheet where you are asked to fill out a couple columns. According to GCMS timeline, it was sent out right after eligibility passed. I'm really curious what the next steps are...
