I have consistently been saying that IP1 and IP2 is a status change, but does not reflect or tell you where your application is. The most important aspect is eligibility, and to make sure that there are no issues with it, you will have to see your GCMS notes.

However, many on the forum speculate. I do not indulge in speculation or making any guess work.
Thanks!

@legalfalcon do you know what can it be another government department (OGD) when VO says they are waiting for an OGD after CSIS? Any other Canadian Government Department involved in Security? Can the file be stuck at CBSA for a while? or anywhere else?

During the security, CSIS or IRCC can seek more information from any provincial investigating agency, RCMP, CBSA (for any immigration related issues), and any foreign government. When information is requested, ITCC or CSIS will wait for a certain amount of time to receive it, if there is no response then it will process the application based on its own analysis. This does delay the process and can take months sometime.

What if CSIS has completed its report and IRCC is waiting for another government department? What can that other government department be assuming it is a Canadian department?

Hello @legalfalcon i obtained a pcc from bangladesh, however their printer was low on blank ink so parts of the pcc has very poor print quality, which includes my passport number. They refused to print another one or issue a new one in the next 6 months. However it is possible to verify and view a digital copy of the pcc from their official government website using the reference number, which is clearly visible. Do you think this will be an issue? Can i explain the online verification and digital copy by reference number on the loe?

You should include a LoE and in the LoE explain the situation and also provide the link and the reference number where the PCC can be verified. Should not be a problem.

@legalfalcon What is the role of CBSA in security checking? Will they investigate the CSIS report? I came to know my security screening is with CBSA since 7 April and IRCC is waiting for CBSA.

CBSA has the exclusive authority to make recommendations on issues of immigration related violations, verification of travel and identity documents, and any criminal conviction or investigation against the applicant which happened outside Canada.

How come their investigation starts after CSIS? Doesn't CSIS do the same? I know people in SS at CBSA since Sep 2016.
CSIS and CBSA have different roles. CBSA is a specialized agency which has its expertise in some areas and it will be referred to for those specific tasks after CSIS conducts its assessment.

in terms of identity document, travel records, etc my husband never held a fake id or doesn't have any record of deportation or fake visa or unauthorized entry to any country and has clear police certificate i.e. no criminal record. I don't know why they can take a year or more to do this.
