I also think this way too.. and to be fair. CIC should give a chance to ppl already in the pool with LMIA. Cause ppl currently in the pool were expecting to have the 600 pts. Meaning any new profile with LMIA after 19th will get 200/50 points and cic won't have worry about existing LMIA profiles.
