Hello,

This is a question for a friend of mine who is currently in the EE pool.

In the skill transferability factor (subsection: education) can someone claim points for both the clauses "With good/strong official languages proficiency and a post-secondary degree" and "With Canadian work experience and a post-secondary degree"?

He has a Canadian Masters + ECA of 4 years Canadian equivalent Bachelors + more than CLB 9 in all four categories of the English test + 1 year skilled Canadian work experience. Shouldn't he be getting 50 points for "With good official language proficiency (Canadian Language Benchmark Level [CLB] 7 or higher) and a post-secondary degree" and 25 points for "With Canadian work experience and a post-secondary degree"??? Because in his EE profile he only got 50 points for Skill Transferability Factors: Education.

I believe that the cutoff remained higher this time around because of the long gap between the draws. At 480, you will surely receive a 'regular' ITA much before May '16. You can safely ignore the PT from Ontario.

At 452, the temptation is always there to take a shot at PNs. But you can afford to relax especially if you aren't losing points while waiting for the next 2-3 months.

2 numbers appear to be driving EE - 1500 invites per draw & 450. CIC delays the draw to get a larger catchment and then applies the cutoff at any number equal to or above 450 which gives them 1500 applicants. With that logic, it is certainly possible that your turn will eventually arrive if you're anywhere near 450. But that is no reason to decline a PN. You do NOT have to stay in the province for 1000 days. PR is granted for the country and as a PR you are restricted by the same set of rules as any other citizen - the Canadian Constitution. And that guarantees PR and citizens freedom of mobility to work and reside anywhere across Canada. Each province can have their own conditions on the acceptance front - Ontario, for instance, allows you 30 days to accept the nomination failing which it lapses on its own.

I would recommend accepting the nomination as that guarantees an ITA in the next draw rather than hoping for the cutoff to fall to 450 levels.

For each sub-section under Skills Transferability, you can score a maximum of 50 points. In your friend's case, they got 50 points for that sub-section instead of 75.

Thanks. Appreciate it again. So, Say I do ignore the invite of PT now, you think I will get another one starting 2016, since I am still 400 and up?

You might get another PT but please note that this is not guaranteed! Many people with 400+ haven't got the invite yet. So, the decision is yours.

So I am going to go ahead with my PNP. I have a few questions.

1. Since I am currently working in Canada, I am going to provide my pay stubs and T4. Now here is the thing, I did my co-op while in my 1 year school at Seneca and that come under my tax. Also I did a part-time call centre job for 3 months for which I claimed TAX too. All of this included in my tax forms. However; under my EE profile, I haven't mentioned my co-op and call centre experience as they were not under the NOC 2171. I qualify CEC and my 1 year of employment is full time under 2171 with my current company I am working.

So will this matter that my tax form will have the co-op and part-time call centre tax info but my profile does not?

2. Since I will provide my pay stubs and T4 for my ongoing job, do I still need bank info from my banks, like bank statements?

3. Two of my roles have some common roles and responsibilities in my reference letters. Is this something to worry about. Well, the truth is I did have common tasks for both the roles.

1) No I don't think that will matter. But you are obligated to disclose it in the personal history section in the Ontario application form. Generally, the jobs that you don't want to claim points for need not be included at all in the employment section. If you are concerned, write a letter of explanation and explain your situation.

2) Its better to provide bank statements for the past 6 months and a letter from the bank. Check the application guide for more details on this one.

3) This shouldn't be a problem. Your only concern should be the responsibilities matching the NOC.

Since the current trend is about 2-3 draws per month and the number of ITAs issued per draw has been about 1500, the total number of invitations would be about 3000-5000 per month.
