No. 'NOC guys' and IRCC agree on what NOC codes mean to both of them.

Where things can (and often do) go wrong is when an applicant sends incomplete/incorrect/confusing information to the 'NOC guys' and they respond to the best of their abilities and things can go wrong here. Which is why they have a disclaimer that their suggestions are a recommendation NOT a confirmation. Eventually, it is the responsibility of the applicant to choose the most appropriate NOC and prove it by providing required documents.
I used a copy /cat from the reference letter(s) itself (3 different jobs with the same employer) and I used what has been suggested by NOC guys since it is their system and they're the experts (however I feel by job matches a different NOC other than what they suggested, they advised against it because it require licensing - but what do I know :D) , so is it safe or should I worry?

Licensing is a challenge only when you're trying to find employment in Canada. You shouldn't be concerned about that while choosing NOC for your foreign work experience (what do THEY know!).

Hi Asivad,

I was previously denied UK's Working Holiday Maker and US's Business (B1) Visa. So for Statutory Question -
Has XXX you been refused refugee status, or an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial nominee Program) or visitor or temporary resident visa, to Canada or any other country?

1) Should I answer 'Yes' or 'No'?
2) I do not see any place in the form to mention details of the refusal. Am I missing something? Or should I include it proactively as part of LOE?

No explanation required upfront. IRCC will send you a Schedule A request and you can explain this then.

If you're not claiming points for it, you don't need a reference letter for that work experience. No LoE required either.

No explanation needed if you aren't claiming points - they'll simply not give you any points for that experience in the absence of a valid reference letter - which is pretty much the outcome you are looking for in this case.

I suddenly received the below mail titled "QUESTION" out of the blue, dunno what/how to figure out anything from it! :-X

Thank you for contacting Immigration, Refugees and Citizenship Canada (IRCC).

On January 1st, 2015, IRCC launched an electronic system called Express Entry to manage applications for permanent residence (PR) under certain economic immigration programs.

Express Entry will manage applications for PR for the:

Federal Skilled Worker Program,
Federal Skilled Trades Program, and
Canadian Experience Class.

Provinces* and territories will also be able to recruit candidates from the Express Entry system through their Provincial nominee programs. Under that system, IRCC will invite people to apply for PR based on the information they enter in an online profile. You cannot apply directly for any of these programs unless IRCC sends you an invitation to apply.
