Why language requirements are not mandatory for skilled workers under NOC 0, A & B?

I think language requirements are always mandatory for skilled workers. In addition, CIC has added this requirement for semi-skilled workers (NOC C & D) recently. I could be wrong!
 
Its my personal view, but I guess for highly skilled NOC Codes (0 ,A,B) for e.g for O category you need to have a minimum Post graduation degree. for A & B category you need to have a minimum bachelors / College Degree. But for C D & E its not mandatory to have these degrees. the same is mentioned in the LMO. Like in my LMO It is stated that minimum college degree or equivalent is req. But if you see any C D E Category LMO its not mentioned. SO that's y Language assessment comes more into picture for C D E Categories while for O A & B due to the higher qualification level set, its assumed that the worker has the required knowledge of the language and the same has been tested my his prospective Employer in Canada.

Its my personal view though. Seniors could add to it.

I have the same point of view but it could be wrong so let's wait for the response.

Did you manage to get any reply for CIC Riyadh??
Also I wanted to know as you had sent your package through ARAMAX, did you receive any SMS from CANADAVISA stating that "Dear applicant, Your application has been received and is under processing"

I submitted on 7th Oct and received this sms om 9th OCt 3.30 PM Saudi Time.

I submitted in the morning email to them on the email you mentioned and it gave me a delivery failure email. I will try the other email.

Yes, i received this SMS from CANADAVISA four days after my submission.
I think this SMS means that your application package is complete and will be studied this time not returned to you so fast as the first attempt.

All OAB categoeies do not need post graduation. A crane operator may not be even a high school pass but it comes under B category. And most crane operators are not able to apply because they do not fullfil English requirement

No Crane Operator does not come under Skill Level B, it is under skill level D as it is NOC code is 7371.

I stated what is included in the latest NOC list issued last July.

as you applied for 29 shortage occupations that qualify for PR so that means that it is the old NOC matrix as of July 2011. right?

Did you include a valid Exit re entry visa from Saudi Arabia in your application package??
I was going through some of the forums and read that it is required for study visa especially while applying from Saudi Arabia. I am not sure whether the same is required for TWP also or not??
