Ecas status is In Process for both of the applications (Sponsor & Permanent Residence).
Shouldn't I get the SA by now ?

There is a new row on my Permanent Residence Application Status:
"We started processing XXX XXX's application on October 7, 2015."

Usually, do they start the Permanent Residence application process if there is no SA ?

Its very disorganized, there is no order to the documents. You might receive it much later but it doesn't mean they didnt start processing the application, the letter/email is just late. You can call CIC and they can confirm whether you got approved or not.
