Do I email them and ask them what exactly they are looking for? I am totally confused and do not know what is that they are looking for.
They are looking to VERIFY your job as a lecturer in the University - You need to do as I explained above if you have pay-stubs or any pay record from the University then you may need to send this if you haven't. Looks like the experience letter aren't enough. Sometimes IO is not aware of tax return policies on a specific country, you need to make your case.
Prepare a short letter with your Application number on the right hand side of the page (on each page), explaining the details of why you are not able to provide the Tax Return and if you have pay-stub or Salary record include with the letter in the form of Exhibit 1, 2 and so on, each must have a application number on the right hand side. It may be possible that your last letter is lost and IO never received it where you explained that you cannot provide the Tax Return documents.
They asked me Tax Return as well for 4 years and luckily I had all the documents and I sent them immediately, I added some documents they never asked like original pay-stubs for the latest checks from my employer just to ensure they get it right.
