Order your notes to find out exactly why the file has not yet been transferred, this is the only way to know what's going on within your file. You could also engage your MP to possibly find out as well. If I were you I would order the notes ASAP as they take at least 30-40 days to receive, as well i would talk to my MP

Im not sure what to tell you then ? Its new for me to hear a full process in Sydney Nova Scotia.....but I am never surprised with CIC. Maybe a more seasoned member here could answer your question better than myself

Notes says application held as per CPC M pilot program but CIC agent says file still in sydney
I don't know what this pilot program is about. But it looks like everything is good so far. Just wait for further information from IRCC, the timeline is 12 months on average, you are still within the timeline.

There's some reference to this pilot program in the thread I posted earlier (not the operational bulletin itself, but the thread discussion): https://www.canadavisa.com/canada-immigration-discussion-board/threads/ob570-stream.513446/

Finally after a long wait i have received sponsorship approval. Yippy...but my wife is here as a visitor and she just received a letter stating she must leave the country to give fingerprints for her application in 30 days this must be done??? Am i reading this right. My understanding was she could stay here legally as long as she maintained her legal status to be in canada am i missing something??? Totally confused and concerned right now. My aim like apperently the Canadian governments is to keep my family together yet at every turn i make they insist on make it more confusing and more difficult to succeed in this endeavor. Any advice or person with experience in this matter who can give advice it would be greatly appreciated right now.

Though she could stay she needs to go back to get her fingerprints. I assume you filed an outland application. So she has to no choice to go back to get the finger prints and later medicals etc. But she could come back after getting these things done with her visitor visa.

To what end can this not be accomplished in Canada and what guarantee do my wife and I have of her being allowed back in since she would be on an extension of her visit

According to your application, she has to go back her own country's visa center to get this done. I don't know if you could arrange something in Canada to accomplish this. Nobody can give you any guarantee on whether she would be allowed to enter at the border, even if you did not file the application. CBSA guards the border not IRCC.

There are currently no VACs in Canada to complete biometrics which is why applicants who apply inland are currently exempt from this requirement but since you applied outland, PA must leave Canada to complete them. You can go to the nearest VAC in the US given that she can enter there legally.
I agree with ryester about entry back to Canada.
