I was wondering about that. With all due respect, I don't think a TRP is blanket issued only to persons inadmissible to the country. This is why I was asking the OP what her dad actually has - a VR or a TRP - as I have not seen what are issued to SuperVisa holders at PoE. Because I have a WP and a TRP (and I don't think I am inadmissible here
) - two separate pieces of official documents. Issued at the PoE upon presentation of my valid worker's visa and recently renewed online. Would seem that the issuance of the TRP does fall under different conditions on a case to case basis. My wife came with me on a visit visa approved at the same time as my WP, and was issued a VR, but we successfully changed that to an OWP. She was sent her OWP and TRP (until end date of my current WP in 2013) last year.
I asked the CBSA officer after returning back recently and just the same, sent another question to a CAPIC acquiantance - well both of them mentioned there are general confusions on the permit and visa, but the response I got was generally a TRP is issued if your applied stay is greater than 6 months. Again - certain conditions need to be met for a stay of > 6mos to be authorized and allowed. The CBSA officer pointed out that the TRP allows me to stay for the period defined in the document, but not work. The WP allows me to legally be employed. And, as he noted, in some cases, the TRP or 'authorization for temporary residence' is just a clause in the WP under conditions or notes. So possession of both - as he noted, allows me to legally reside and be employed for the duration specified in the documents.
