Your question isn't all that clear. Private medical insurance has to be purchased in order for the super visa to be approved.
 
Also, it looks like you're an international student. The super visa requires sponsorship from a Canadian PR or citizen. So the super visa isn't something you would be able to use to bring your parents to Canada. They would only qualify for a regular visitor visa.

Do we need to fully buy the insurance before we apply for super visa (to be attached with the visa application) or can we just apply with a insurance quotation and then once the visa is granted, we can buy the full insurance?

You have to buy 1 year medical insurance, it is mandatory, you can always adjust the date with the agent, and it is also refundable when the app gets rejected.
