Super visa - inside Canada

Folks,

My mother's super visa expires in Jan 2021. Is it possible to apply for a new super visa from "inside" Canada?
I just called IRCC and they confirmed that I could do that. However, in the past like 3 months ago, IRCC offered me a negative response to this.
Am a little confused; please help. Plus, IRCC also mentioned that I should wait 4 months before visa expiry to apply for a new visa. This is not a rule but the norm.

You can only apply for a new Supervisa OUTSIDE Canada

You must also:

• apply for a super visa from outside Canada

you can try to extend her stay. A new supervisa must be done in her home country.
