As far as I know you have to wait for one year, NOA and T4 is mandatory to support your application

Please guide. My Parents in law applied for Visitor Visa from Pakistan first in Sep 2015 and than in Feb 2016 but unfortunately it got rejected on both occasions. Reason given were below

Travel History
Family Ties in country of resident and in Canada

Suggestions needed should I go for Super Visa ? their ages are 59 and 67. I cant make them travel to build travel history only. My Father in law traveled to UK - Japan - Saudi Arabia - Singapore but all more than 5 years ago.

Suggestions please ... should I try with super visa now ?

Are both your in-laws retired now? It's pretty hard for parents to get TRV from Asia if they aren't working anymore and their children are settled mostly outside their home country. Travel history is a lame excuse here.

As they have been rejected twice already in recent times, you don't have any choice but to apply for Super Visa.

Father in law was working (doing his business) when they applied Visitor visa but he recently liquidate and got retirement. Mother in law is housewife. Do Govt just want us to spend money on Visa Insurance ?

That's one way to look at it. I certainly don't. My mom (widow with no other children) was rejected TRV twice before she finally got Super Visa in 2012. She is getting her passport stamped with PR Visa now in 2016. In a nutshell, all visitor parents are potential PR applicants.

My mum was referred to ECG on pre medical. She is so worried and so as me. But normally she is healthy person. Has anyone had experienced this before please share your views.

What's a pre-medical?

My mom also had to do ECG during her Super Visa medical exam. But there was no issue. Any additional test instructed by the doctor is for him/her to ensure that there is no harm done from an existing medical condition. As long as your mom is healthy enough, you don't have to worry.

Premedical means we did upfront medical at specific for supervisa during that medical mum was referred for ECG.

I know there is minimum income requirement to help my parents apply for super visa. As a new graduate, my income is not sufficient to apply for my parents (as 3 people) even I have worked for 6 days per week, but it will be enough to just apply for my mother/father (as 2 people).

My question is, can I apply for my mother's super visa first? After I earn sufficient income, I will then help my father apply. I don't know if it is allowed to do so. Or do I have to apply for both of my parents at once?

Please kindly advise me. Thanks so much. Wish all of you have a great weekend!

Yes, you can apply for single parent first.
 
Just to confirm if we apply for one person ( mother or father ) for super visa due to less income -do we need to wait for some time for applying for 2nd person for super visa .

As long as you can prove that you meet income requirement for the full family size; you don't have to wait. There is no mandatory waiting period before applying for the next one.
