You should not need to as a minor and you are on a work permit. Do you know where you will be living? If so contact the local school board and get a letter. You will need to talk to the school board at some point.

So coming to my original question about the applying for reconsideration. Should I fill the IRCC webform as an applicant or a represenatative for my son? If you want to apply for reconsideration on his behalf, go ahead. There are no timelines for reconsideration. So it may take much longer than just reapplying.
