Hi, I am currently living in Russia, the question is about current residence, it says: The dates (From – To) you have been living in your country or territory of residence.

1) "have been living", well, "to" should mean the date I submit, or the date my visa expires?

2) I also, have a question about high school diploma, should I attach it with university transcripts or not? since i still I have not finished my university degree.

3) Also, I have attached a document attesting I own a flat and my father sales, is it enough to attach documents or I need to talk about that in the letter of explanation?

4) Is the LOE addressed to my home country embassy or the embassy of residence country?
I have the exact same question 1 as you, I submitted the date my visa expires, also how did you submit your transcripts in the study permit request?

I can return to my home country and leave the US, but that will not guarantee a study permit for me. It can make me lose my visa in the US and not get a study permit, why would I do that?
Bottom line is that the visa officer cannot make assumptions and they will see your previous applications as an intention to not return home.

You have no citizenship in the US and you're not even in your home country, why would they believe that you will return anywaym

I think the biggest problem is you applied from USA on f1 student visa and not from your home country. USA is not your country and on top of that being in the best country in the world why would you want to change to canada. Officer might think that. USA education is already great why do you need to go to Canada for education if you already getting good education usually people from 3rd world countries go to Canada for better education.
Thats what Visa officer may think. Again i am just making different scenarios.
Home ties are considered 25% of visa. And you need to show property, land. Car, house, parents or if you married spouse or children, any assets that makes you ties to your home country.
You got it 100%.i agree with all ur points

You should attach HS diploma, i forgot to attach it and they asked for it later on. So always attach it along with your University transcript.

3) Also, I have attached a document attesting I own a flat and my father sales, is it enough to attach documents or I need to talk about that in the letter of explanation?
You need property ownership documents on your name. translated in English and orignal. Just notirize the translated document. You can also mention it in your SOP on home ties section.

4) Is the LOE addressed to my home country embassy or the embassy of residence country?
It should address to the embassy you going to apply. If its located in your home country then mention that if its out side in another country then mention them instead.
In my case our application is processed in abu dhabi office so i put that on SOP.

This is an online application, how can I know which embassy will treat my application? Also, for high school diploma, did you apply online? Because in the form 1294 only post secondary is mentioned.

My question is valid, you understood not so correctly! let's say I am from country X, and reside in country Y, and I mention residing in Y, now, which will treat my application? Makes sense?

You dont need to address the letter to any embassy, just a general 'To Whom It May Concern", "Dear Sir/Madam" etc you are not being judged for official letter writing skills.

With an online application it can be processed anywhere in the world.

Right I already did that. For high school diploma, is it necessary to attach it for study permit application as form 1294 asks only for post secondary education?

The form is one thing and the things you need to attach are another, if high school is your highest qualification which you re using to get admission for this program you should attach it.

I see. I have a question in the form: "The dates (From – To) you have been living in your country or territory of residence" I am now in a resident outside of my country of origin, do I put in To: date of visa expiry or date I submit the application?

Pretty sure the form doesn't say "you have been living in your country or territory of residence".

The dates From - To Under "Current Country or Territory of Residence" are validity start and end times, so enter when you permit started and when it expires. If you put your mouse over the to and from fields without clicking you should see a helpful little tip pop up.
