My study permit application has been refused twice now, on my first application I thought my refusal was fair and so I corrected my mistakes and reapplied after 7 months, today I received an email from the Embassy with another refusal which I think is unjust as I believe that I have all the requirements that is needed to obtain a study permit. I will write you in details everything you may want to know about me and my case. What I would like to know is what do you think is the solution? Is there anything that I should change in my application? Should I reapply or do I have the right to appeal and should I appeal instead of reapplying?
I am applying to do my private pilot license and commercial pilot license, the duration of my study will be a one year and so I am applying for a one year study permit.
Citizenship: Syria
Country of residence: Turkey
Immigration status at country of residence: Family residence permit for 3 years valid until Sept, 2020.
Relationship status: Married to a Turkish citizen
Study duration in Canada: From March 2019 to March 2020
Cost of my education with living expenses required to prove 46.000 CAD
My 6 months bank statement: 58.500 CAD
First application was made on June 2018
Grounds for refusal;
personal assets and financial status, purpose of visit.
On my first attempt, financially speaking I was sponsored by my parents which I thought was the issue and I thought that was the reason of getting refused on the ground of personal assets and financial status. On the other hand the letter of acceptance was a photocopy because my institute didn't provide me with the original letter of acceptance and so I only photocopied the letter and include it in my application. After my refusal when I wanted to reapply just a couple of weeks ago they informed me that there are currently no places available, and so I contacted another institute and while communicating with them they informed me that most properly the immigration officer didn't accept my letter of acceptance because it wasn't the original document and so he/she refused me on the ground of purpose of visit.

Now this was shocking. My answer to everything they stated goes as the following:
Family ties in Canada and in country of residence: I have no family ties in Canada, how could I have any? And how could this be even a reason! However in my country of residence my wife isn't she enough of a Family tie? She holds my surname and is my wife for god sake, I included our “Livret De Famille International”/ An International Family Certificate that is recognized internationally in my application. Also my wife has an asset, she owns an apartment here in Turkey and I have included the deed of ownership.
Immigration status in country of residence: Family residence permit which is valid even after my duration of studies expires in Canada I will still have six months family residence permit in Turkey and after those six months I will be able to get a Turkish citizenship if I want to or I can extend my family residence permit for another 3 years and so on.
Purpose of visit: This time I have included the original copy of the letter of acceptance and honestly I don't know how I can satisfy the visa officer other than an acceptance letter from a Designated learning institution.
Travel history: I couldn't find in the Section A11(1) of the Immigration and Refugee Protection Act (IRPA) that my travel history could be a reason for refusing my application for a study permit, although my passport is new and I haven't been anywhere since I got my passport but I can prove that for the past 19 years of my life I have never lived in Syria my country of origin in fact since I was 8 years old we moved from Syria with my family and my family has been overseas for the past 19 years in the middle east , I was also there until 2010 then I moved to another country for educational purpose and then I moved to Turkey for Educational purpose and then I stayed in Turkey because I was in a relationship with my girlfriend at the time then we got married and I got a family residence and settled here since then. In between I didn't travel a lot but I have always been out of my country so I find it ridiculous that this is not enough of a travel history where I spent the most part of my life overseas!!
What should I do? I would like to know if I apply online dose my application go to the Embassy in Ankara or dose it go directly to the Immigration, Refugees and Citizenship ministry in Canada? Because I believe the Embassy here didn't even look at my file otherwise they wouldn't have stated such reason when obviously I have provided enough evidence!
