It could mean many things. Request for GCMS notes, they should have more detailed information about the refusal reason.

I know some people that started classes online got rejected 4 times and classes almost finished still didn't get the visa.

I have paid my fees just waiting for my visa

Have you paid fees? If not, maybe it would be best to defer so that you do not have to pay for the first term without a decision from IRCC.

If you haven't paid, maybe explain your case to your DLI and ask them for an extension. Maybe they give you a couple of weeks more. Take into consideration that your DLI is also accepting applications for your program's next intake so ask them about availability, it may be full for international students or they even might not have an open intake for January at all.

My own eligibility started yesterday 26th of June but I woke up to see it this morning. Please, when should I be expecting passport request?
