study permit extention

i have applied for my study permit extention. on 27 may but still no reply.its been 90 up days,
i called cic and they told me that we put your file under review and it is transferred to local visa office.

what does this step means? what they wanna check for my application from local visa office?

Hi, I've got the same reply from CIC "you file is under further investigation" - i think they just don't have enough of officers to review all the cases. Just look at this forum, everybody is complaining about delay of their application - this is just so frustrating.. I applied on June 22nd, I need my study permit urgently but they seem not to care
