It depends, if you have not yet done your medicals and you get a correspondence letter, that is definitely a refusal, but if you have done it, then it could be either way.

Did Medical upfront
Biometrics request:August 15
Biometrics completed:August 19
After that , no further update .
Sent a webmail couple of times. Told the application is still under review.
Classes started already on Sept 3.And extension was sept 16th
I got new offer for January intake from school.
waiting on visa for 4months.
Should I send CIC my new offer letter ?
Is 4months waiting normal for student visa?

I hope well. Unfortunately, I don't think it will make any difference. Once a VO has made up his or her mind about an application, additional documents would often not change their minds. As a matter of fact, if the VO has a favorable view of an application, an email would be sent requesting for that additional document. But if they do not ask, and you send it, I doubt it makes any difference. Furthermore, applications should not be more than 2months, the longer it takes the less likely an approval will be.

I applied along with upfront Medical with other documents on 16th of August
But today, I received correspondence letter from Cic ,am seriously afraid because my medical havnt passed and yet I received correspondence letter

I’ll be submitting my application in a few days. And I have a few questions to ask
My mother is going to be sponsoring throughout my study in Canada. She is self employed and I have attached an employment letter stating that she is a fashion designer which led to buying and selling of fabrics, drinks and wines. AIso I attached her fashion apprenticeship certificate. Does she need any documents to proof this?
(2) I have filled my study permit outside Canada form. Imm1294e
In the employment section, I have never been employed. But the section needs to be filled so it can be validated to have a barcode. How do I do this? I have never been employed.
3) after my secondary school education, I got attended a polytechnic which I just graduated a few days ago. The school management says the transcript is not ready. So I have attached some papers that shows I have attended, but the spelling of my name from the school is different. The school has the full name while I’m using the short form of my name now. Can there be any problem with that?

(2) affidavit regarding sponsorship declaration
(3) statement of purpose ( this is mainly about why I chose to study in Canada if I’ll be coming back etc)
(4) letter of explanation ( this is is about my past education and yes, I got an admission to the same university a year ago. So I explained why I couldn’t submit my visa application etc so I attached the last admission letter too)
(5) employment letter from my mother
(6) my past education certificates
(7) Bank statement
(8) Treasury bill investment statement
(9) birth certificate
(10) Police report
(11) International passport
(12) Two Passport photographs
(13) Letter of acceptance from the designated institution
(14)Deposit tuition fee receipt

I didn't check the question mark for help, I thought the place was meant for just bank statements and bank reference letter. Now i have received the letter to go for my biometrics.
