I do not know and can only guess that the record checks produced a 'hit' - which could be mistaken identity (someone with a similar name) - Canada does record checks electronically with AUS and NZ (perhaps one of those picks up Fiji as well, don't know). It's not common anymore but not impossible.
So suggestions:
-order your GCMS notes to see what can be determined - this will take thirty days usually.
-you can try through MP's office to see if they can find out why these were requested.
In the meantime, you should look into how these can be obtained and consider doing so to deal with it. I believe AUS and NZ can both be done online. Even if mistaken it still may be easier to just get them (I don't know).
The Australia traffic request seems to suggest they believe he had an Australian driver's license - don't have any more info than that.
Fiji - seems IRCC should have sent you instructions and a letter; ask IRCC for this - explaining your husband has never been (hopefully this might have info that would show what the issue is, like a typo or date or spelling error?)

No idea about Spain; you can once again explain it's delayed. For some countries' records checks there are firms that will do this for a fee. Perhaps apply again and have it sent by mail to Canada.
