Getting the papers notarized was never an issue. It was getting the documents to the office to actually get the police certificate and them posting it back that was the issue.

Obtaining the police certificate from Spain abroad is the challenge. But yes it can be done with cooperation, time and money.

Maybe just fill everything out on the form and send the appropriate documents and everything to your sister, and maybe she can submit to the office and pick it up? But to be safe maybe get a form to say she is representing you?

Also you can ask for an extension for more time to submit the documents. We had to ask for many because this process took so long. They usually extended it by a month (end of the month).

My husband went to the embassy of Spain in Dominican Republic because I think the documents had to have legalization. He did all that before he submitted it. But in no way do they help to do anything for us. We followed the process stated on the website. But... anyways.

My husband doesn't qualify to do it online as he's not a European/Spain resident. So can't do it through online (CL@VE). That would have been the best option but sadly not for people abroad.

Yes I'm still wondering why it's there also . I thought if it moved they would send correspondence. They notified us when it moved from Canada to Mexico. But not to Australia. Oh well.

The "made a mistake" part was direct reply from Australia. The pre arrival letter was sent to IRCC online account, just a few hours later appeared after the correspondence with Australia. Yay!
