Based on what I'm told or heard, the documents can differ case by case, but mostly these documents were asked: progress report, education documents, military service, proof of funds, schedule A form, travel history form, police certificate, and incorporation documents.

From the statistic of the news, most of the pending cases happen in CIO, Sydney, NS where paper-based applicants eg. SUV, SE, PNP (non-express) etc... have been submitted.

The permanent residence application should normally be finalized within six months. If a permanent residence application is in process but not finalized, a work permit extension will be considered on a case-by-case basis through the normal extension process at CPC-Vegreville.
Also this could be an error ...
Section 8.1 of the Commitment Certificate is DO to check PoF for 52 weeks, not employment location. There is a possibility that the CC format is changed
