I doubt that. The main reason they ask for the RPRF after initial review is so that your process is not delayed once they are ready to make the decision of issuing the visa, by paying it before hand it ensures that your process is not delayed further... It doesn't mean anything,, unfortunately. If you receive an email from them after 7 or 8 months that says "we are nearing finalization of your process and ask that you pay the RPRF" or something like that,,, at that time it means that they might be ready to issue the visa and will send you a PPR soon. I think that your background checks are still underway,,,, They asked me for a document request on the 4th of December and my husband and I sent everything to the embassy on Jan 6th....... I think when they ask for the documents the first time, that's when the actual processing starts of our application and before that its just on que to be reviewed by an Immigration officer... We have a few months before we can expect a PPR I think..... I Hope everyone gets good news soon INSHALLAH,, and hopefully this helps you..
