Ottawa is the second destination for OUTLAND applications for USA applicants.
Calgary... I haven't heard of the visa office there?
Also, if you are an American citizen Outland is generally faster and a better idea. You can stay in Canada the whole time but you can also come and go as you please. For Inland, you have to stay in Canada. If you leave, you may risk having your application cancelled when you try and re-enter. Denial rates for Americans are pretty low - another benefit of applying Outland is if you do get denied, you can appeal and retry. You can't if you apply Inland.
