Would you mind sharing what are the reasons to refuse your spouse's previous applications? Did you get GCMS for both refusals?
I persume you are on PGWP. The letter from your employer should state your salary, your designation and your duties and responsibilities in the job.
Please refer to http://www.cic.gc.ca/english/immigrate/skilled/noc.asp to get details on your duties and responsibilities that CIC expect to have in the particular job. You can also reconfirm your NOC code and category.
It would be helpful if your employer confirms the NOC code and category. As PGWP is treated as a open work permit, the burden of proof is on you to prove the visa officer that you belong to NOC 0, A or B.
Proving NOC level is the vital part of your application as you are on PGWP.
You must fulfil the requirements in Section C-41 of the IRCC visa regulations. You can check more details on it here http://www.cic.gc.ca/english/resources/tools/temp/work/opinion/policy.asp
You should have 1-2 month payslips but usually applicants submit with minimum 3 month payslips.
In addition to above, you should also take the concerns mentioned by the visa office in the GCMS notes for the previous refusals.
