Spouse Inland Open Work Permit Application Cancelled

Hello

I am International student here in Canada. I applied my wife's tourist visa from India and she arrived on tourist visa in march 2017. I applied for Open Work Permit online. but yesterday the application status turned to cancelled. What does it mean. I found that they allotted a different UCI number for OWP application other than her visiter visa application. did CIC make a mistake? can this be the reason for cancellation the OWP application.

My wife's visitor status is expiring on 30 september 2017 and i dont want to let her go back.Her flight is on 27th of September. i am confused what to do. Please help

today i called cic helpline they said we did a mistake because there is a same girl in canada with same name and date of birth as your wife and she is permannent resident. so she dont need open work permit and that is the reason we cancelled this application. they sent request to cic to re-open the same application. thank you
