American spouse - open work permit/residency application timelines

My husband is American and wants to move to and start working in Canada as soon as possible. As he can stay in Canada as a US citizen without a tourist visa, are we required to file any additional paperwork before sending his open work permit in with our application? Is it possible to send his OWP application in earlier than his residency application? Before his arrival in Canada? What's the smoothest process for ensuring he can work as soon as possible?

No it’s not possible to send the OWP in advance. It can only be submitted with the inland application. To apply inland, he must be physically in Canada.
