I guess you should try KABAYAN HOTEL in PASAY its just along the road. One time they allowed me to bring my Pitbull inside the hotel premises and let him stayed at the lobby but ofcourse it must be inside the cage and watched by the Hotel Security but not inside the room and later on i just gave him 300php.
