I tried to access ECAS yesterday and today and im not able to before I was able to access using both UCI and File no. Is this normal? Thanks!

ECAS is glichy today, so give it a day or two.

I believe that if my South African boyfriend applies for a visitors before he applies for his sponsorship it is the right way to go as the Canadian immigration usullly refuses to grant visitors visa if they see the visitor has planned to stay long term in Canada.
But as soon as the visitors is approved, can we then send in our sponsorship application ?

What class are you planning to apply for? If you're doing common-law (I noticed in your previous posts you lived with him for a year in Cape Town) the visitor visa isn't as important as if you were trying a Conjugal sponsorship. The fact you lived together says plenty. As long as you have proof, you'll be fine. You can do the visitor visa if you want or feel it's important.
Instead, worry about sending your application in complete and accurate.
well here is my problem, we are apllying for the conjugal one as I arrived in Cape town on the 12th of January and I left the 27th of december as my visa in south africa was expiring, so basically it is few days less than a year ! What should we do ??? Is the conjugal partnership the best option , as I noticed if we apply common law we need to write the exact dates and they will notice right there we didnt spend 365 days living together....
He gave me the power of attorney of his bank account so at least we have this together...
Once he is in canada , would it be less complicated for us to get married here right away ???

The thing is that I was in South Africa on an exchange visa. I cannot apply for a work visa in South africa for the next two years as per the condition of the exchange visa. So basically, I though it was a visa barrier because I had no choice but to leave South Africa....
I can still go to SA as a visitor, so will not be able to live with him one year....

So as a visitor, you cannot stay in his house and extend like in Canada? If that's the case, perhaps. However, if you can get a visitor's visa the SA and get married to him, then yes it will be denied as you should apply married.
