Their file will have a LOT of red flags, including the sudden divorce, the new relationship, and the prior failed PR application. He should also keep in mind that the five year sponsorship bar will essentially make it impossible for him to divorce this new person and then remarry his old wife (ignoring the high likelihood of CIC not approving of that sort of relationship - a "divorce of convenience" and a "marriage of convenience").
