FYI- The times shown then (2010) no longer apply. Some things are new (like the Pilot Program OWP for Inland applicants), but the overall explanation of the process is the same.

AFAIK, there is no official AOR2 from CIC...only one when the application has been acknowledged.

While it is a good reason to visit, that will almost certainly result in a refusal. CIC wants to see that you are a temporary visitor with ties to your home country. Your question has already been answered. All it means is that if either of them go on welfare, the government will force you to pay this money back.
