I thought it is 4MB My file is 3.9 MB after compressing it a different ways.

Anyways, you have to compress your file. There is several tools online you can use.
Also CIC mentions it here: http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=1213&top=23

I compressed my file from 18MB to 3.9 MB. The pictures quality reduced but still looks fine.
I am going to upload my file as well as send it to them via Mail.

I was trying to upload yesterday and it said total allowed is 3.5 MB... thanks for sharing the link, I'll try to compress my PDFs

It is a good idea if you do. If you have a strong reason, you can opt not to show

Got notes in sept. Got stuck with an agent tht doesnt update ecas nor mycic. Just got us on hold. MP said everything has been completed: background/criminal. Getting another update this week from MP. Lets see what they have to say. Last correspondence was in sept for police cert.

When u got Police request in September, what was your B/G and crimimality on MYCIC?
