So, I have been having very similar issues here. I got my AOR on March 27th, was able to link my application right away, but no Schedule A request. I have been calling IRCC like once a week. The answer was always the same: We can see a request for SA, so just submit your file via our web-form. I did that right away. No response for almost 3 weeks, but yesterday I finally got an email from them saying:
we can confirm that you file is currently located at a visa office outside of Canada (whaaaaat???? I applied inland...
). So they advised me choose an office outside of Canada and deal with them. I contacted my Ukrainian office, they replied right away, and they said: your file is in Mississauga and we have nothing to do with it. The only good thing was that they finally attached my request for Schedule A, which was dated March 27th (so yaaay, I guess). No messages in Mycic account whatsoever. So today I called IRCC again and they said that they received my Schedule A 2 weeks ago when I sent it via web-form and everything is OK, however they advised me to report a technical issue again so that I can get messages online in the future.

My AOR was on 27March too.I don't know if it happens to anyone else but CIC sent my husband's (sponsor) AOR to MY email address...I haven't received the letter with the request although Ecas says they sent it 23 March.So I reported the technical issue on 13 April and today I submitted the forms via web form.I had hard times with calling them and my original police check is still on the way from Ukraine(almost a month).

I'm in Ontario. I applied for OWP as well and I sent them all the police certificates together with my application. So I was only waiting for them to request my Schedule A.
Keep calling them, because from my experience, it is the only way I can be aware of what is happening.
