Problem is: Refugees do not generate operating capital. They operate as a net loss. The government therefore has to put the money into feeding the system. At this point, they have already tossed a few million at SCLP and FC to make the processing faster (this is a net positive system), but they do not have the manpower to keep up. The IRB tribunals are heard by officers from the other classes.
