he has married a girl recently, that girl has a 21 years old daughter oversea, her daughter has a job and common law relationship with a man, on the PA application should her daughter
included as a dependent or not ? if not - can my friend's wife sponsors her daughter come here in the future ? or it is good enough just put friend's wife daughter in the additional family form only ?
please advice, thank you.

Flattery will get you everywhere... but I'm no expert or genius.

If they applied now, a dependent child is under 19. But they talked about the age coming back up to under 22. So it's possible in the very near future it will change to under 22. That said, the current rules state that the child isn't classified as a dependent child. That change was mentioned when they talked of repealing Condition 51 in October 2016.

The child will still need to be included in the family information Form.

The child can be included, but there is no hope right now that they can sponsor that child. The child will need to try a provincial nomination, student, or one of the economic classes.

That's my best guess at that... wish it was better news..

Here is the notice when they decreased the age to under 19:

They did publish in the gazette the suggestion to increase to under 22. But it hasn't passed yet..

I had a habit of checking every morning at work, then again at noon (the noon habit started when ECAS was only updated Tuesday's). On the 21st when I checked, I wasn't even paying attention. I was chatting with a co-worker (I have this odd habit of typing and talking). I glanced over and saw it changed. I stopped talking mid sentence for about 30 seconds. Of course, I wasn't expecting anything to be there at all.

TBH, I bet yours is coming very soon... Maybe before next sugary Tuesday?
