Yes I sent the OWP app in the same envelope (box) with my PR to Mississauga office. Yeah I think it will come down to timing here. If they haven't touched it before your application to restore status (because that also gives you implied status) then you should be ok. That said, if they wanted to be sticklers about it, they could say no that when you applied you were out of status.... could go either way.
