Congrats. My wife's came at about 65 days or so...Sorry for the utter delay however we have been on cloud 9 and it was hard to come back down.

when I click on "Decision Made" it then gives me 3 lines as above, no 4th line. So are you saying that they lied about the "Decision Made"? Or just that they didn't bother to send correspondence?When you click on decision made, how many lines do you see? If you have 4 lines, I would suspect a typo in the email, if not 4 lines they really haven't sent it.
1. We received your application to sponsor XXXXX on (date)
2. We sent you correspondence acknowledging receipt of your application on (date)
3. We started processing your application on (date)
4. We sent you correspondence on (date) about the decision on your application.
If you have something like line 4, it means they sent you the SA letter (typically via an email). If that's the case, it's possible that they did a typo in the email. That happened to me, but I realised they did the typo when I received my first set of GCMS notes, so I asked for the correction and it was done before they were ready to give me SA.
I applied in August 2015 and when I called to ask why my application had stalled, the agent at the call center said I still have 2 months so I believe it depends on how fast or slow the case processing agent working your case.

No, the decision made mean they already approved the sponsor, but they haven't sent the letter (usually email). I don't know why they didn't send it, but I happened to a lot of people on this forum to either receive communication with a lot of delay or not receiving those confirmations at all. So I wouldn't stress about it. I would still suggest you to order your GCMS notes, just to make sure there is no typos or anything like that. It's free, it takes 30 days to come. this process is very depressing, I have images of sitting in front of the computer on New Years 2018 with no changes and no progress

WQhenever I called CIC agent told they will not start OWP application until September 2017 because they have a big queue. They also mentioned I can get back my OWP fees if my PR approved before that. Now I able to cancel my OWP application and CIC agent sent me an email to mention they will not return back my money.
What should I do now?

remind me: does your partner have status in Canada? It was a refugee claim and an inland I recall, but I don't recall if they have status or not....how can I order GSMC notes?
