This is like myself and my husband, don't cancel your refugee and do the sponsorship, once your receive AIP then cancel your refugee status.

When you click on decision made, how many lines do you see? If you have 4 lines, I would suspect a typo in the email, if not 4 lines they really haven't sent it.
1. We received your application to sponsor XXXXX on (date)
2. We sent you correspondence acknowledging receipt of your application on (date)
3. We started processing your application on (date)
4. We sent you correspondence on (date) about the decision on your application.

If you have something like line 4, it means they sent you the SA letter (typically via an email). If that's the case, it's possible that they did a typo in the email. That happened to me, but I realised they did the typo when I received my first set of GCMS notes, so I asked for the correction and it was done before they were ready to give me SA.

this process is very depressing, I have images of sitting in front of the computer on New Years 2018 with no changes and no progress

I applied in August 2015 and when I called to ask why my application had stalled, the agent at the call center said I still have 2 months so I believe it depends on how fast or slow the case processing agent working your case.

We are December 15,2015 but my husband had his landing interview on April 28,2017 at CIC Etobicoke I suggest you do is hang in there after September call them

My pr application approved on July 2017. I have OWP application on process and I cancelled it. WQhenever I called CIC agent told they will not start OWP application until September 2017 because they have a big queue. They also mentioned I can get back my OWP fees if my PR approved before that. Now I able to cancel my OWP application and CIC agent sent me an email to mention they will not return back my money.
What should I do now?

No, the decision made mean they already approved the sponsor, but they haven't sent the letter (usually email). I don't know why they didn't send it, but I happened to a lot of people on this forum to either receive communication with a lot of delay or not receiving those confirmations at all. So I wouldn't stress about it. I would still suggest you to order your GCMS notes, just to make sure there is no typos or anything like that. It's free, it takes 30 days to come. It's not designed to be easily read by us, but there's a lot on information on this forum to help understand them.
Don't over think this process. It's long, the timeline is sometimes unpredictable, but in the end, you are approved. Nobody is simply rejected. If CIC has concerns with an application, they will give opportunities to the applicant to address these concerns. I have no reason to believe at this moment that you won't be approved before Christmas. I'm actually quite sure that you will be done before that. I think they are waiting for your security checks and once they will have them completed, you'll get SA/AIP/DM within 24 hours. From no news at all for several months, you go to decision made. Just keep the faith, it's coming, I'm sure!

If you've requested a withdraw, then they should at minimum be able to refund your OWP fee (so the $155). If they started processing, then it's too late.

Did you land already? If not, I would personally keep quiet until landing and I would actually ask during landing if I will get refund for the OWP. If you landed already, I would contact CIC again.

It also went on to say that, for OWP's, the only refund would be the OWP fee itself, (meaning they are withholding the Permit Holder fee -- or so it appears).

remind me: does your partner have status in Canada? It was a refugee claim and an inland I recall, but I don't recall if they have status or not....

If they do (so, worker, et al): http://www.cic.gc.ca/english/department/atip/requests-personal.asp .

if not: http://www.cic.gc.ca/english/department/atip/requests-atip.asp (Cost is $5 that you have to pay via "Pay your fees"; include the receipt with your consent form).

For both:
Fill out the consent form. The PA is section A, the Sponsor is section C. Then submit that form online and request "Electronic Case Notes". And in the box, enter "GCMS case notes".
