Hello all,

I am an American citizen married to a Canadian citizen. My wife and I have been living together in Canada for 4 years and married for 2 years. I am on a work permit that is valid until March 2017. We are preparing an application for an Outland Spousal Sponsorship for PR. I was hoping to have this out back in June but it took forever to get the FBI Police Clearance. I was just checking the latest processing times and it shows:

Sponsor Assessment: 62 days
Assessment of applicant: New York - 39 months, Ottawa - 17 months!

Will it really take that long? Earlier this year I asked about applying for PR given my situation and someone said 4-5 months for an Outland application?

Which visa office would my application go to?
 
Your application will be processed through Ottawa. You're probably looking at a processing time of around 10 months.

Another question - I'm processing the online payment for application fees and there is a line item - "Right of Permanent Residence Fee - $490". Should I pay this now?

Sponsorship application (per application) - 1 - $75
Principal applicant - 1 - $475
Right of Permanent Residence Fee - 1 - $490

Total - $1040
 
Yes - pay the RPRF now. Paying it later creates processing delays.
