Just downloaded Acrobat Reader 11.0 which is the latest version. Still have the same problem and I'm trying to call CIC office to ask them but can not get through to a live operator.

If you are using a mac, try the following (while you wait on the phone): save the file and open it with acrobat reader (right click, "open with" etc). Most macs are set up to open with "preview" when you click on the file directly, and you might get a message saying "wait until the document get downloaded etc". But if you save the file, and then open it with acrobat reader, it might work better - at least it did for me.

Can i request "Ottawa and/or New York" for the immigration office request (Question #4 IMM 008) ? Or do I just write "Ottawa"?

If their dependent child is already a Canadian citizen, then there would only be one (1) person included in the application. Is that correct? (I should not include all the information for any dependents)

I struggled quite a lot with opening the files, so I'm glad the experience could be useful to somebody else!

I'm not from the US so I'm not sure, but you have to choose one that is on the list. I think at that point it doesn't really matter. If you will be in Canada (assuming that your brother in law will come to stay in Canada as a visitor even without a PR), and there is an option with "only Ottawa", then maybe select that.... but as he is from a visa exempt and probably an interview will not be required, then he won't have to travel anywhere...

Dependents in the IMM0008 are the ones that need to be sponsored - so if the child is already a canadian citizen, no need to include him. The only person that would be included there is a possible child not canadian citizen.

THe child needs to be included in the form called "additional family information " - you'll probably stumble across this one later on today or tomorrow!

if there is no dependent, you can either "remove" the category (in some forms it's possible, not sure it's the case for IMM0008), or write "N/A", to make sure that CIC understands that you have read and answered the question. It's specially important for dependent because the dependents that are not included now in the application can NEVER be sponsored again to Canada.

Yes i've already included all the child's information in the additional family info section. I will put N/A in the dependents section on IMM 008 (there is no option to remove on the current form).

I will put Ottawa as the Immigration Office choice.

There actually is an option to remove "Dependents" and I have done so. Just to clarify, if the couple's only child is already a Canadian citizen there is no need to include her on form IMM 008. Correct? Do I need to fill out form IMM 008 DEP? It is not clear if this applies only to dependents including in the sponsorship or to any dependents in general?

Correct. only dependent that need to be sponsored are going under this category.
No need to fill out IMM008 DEP, it's if you have more than 5 people on the IMM008. Here is what the guideline says:

If you have more than five (5) family members, you must complete the
Additional Dependants/Declaration (IMM 0008DEP) form for each additional
family member in order to include everyone in your application.
