If the current rules stay the same and program re-opens in January of each year with a cap, then with NOA from 2012, 2013 and 2014, you would have to wait until January 2016 to try applying.

I have consulted some friends and have been advised that once they open the file in 1-2 years they will again ask for NOAs for latest years and we should be able to provide it then. The cap year which begins on January 2, 2014, will end on January 1, 2015, unless otherwise indicated in a future Ministerial Instruction. Subsequent years will also be calculated from January 2 to January 1 of the following year, unless otherwise indicated in a future Ministerial Instruction.
