Aren't you taking a risk by not submitting what they want?

The original is in another country. I just have the photocopy here.
It's already in english so no translation required.
So to get it notarized it will take some weeks.. and there is no time.
I have no choice...

You should be ok. If they don't specify an original is needed... then just a photocopy is fine. And if copy is already in english it doesn't need to be certified.

If your income in 2011 was short, then you won't qualify for 2011 either, no matter how many months you were working.

If the current rules stay the same and program re-opens in January of each year with a cap, then with NOA from 2012, 2013 and 2014, you would have to wait until January 2016 to try applying.

I think I have a chance to get accepted if cap is not yet reached by May 2015, by that time I already have my NOA

Our combined family income for 2011, 2012 and 2013 is meeting the LICO requirement for a family of 6 however for 2010, we are short by $2100. On the CIC website, they have asked for the past 3 consecutive years which ideally is 2011, 2012 and 2013 which we are meeting. However, because we don't have the NOAs/ Option C for 2013, we don't have any means to prove that. Can we still apply? I have consulted some friends and have been advised that once they open the file in 1-2 years they will again ask for NOAs for latest years and we should be able to provide it then. I'd appreciate if you can share your views on this. Thanks and Happy New Year.

You could apply when you get your NOA for 2013 but chances are that the cap will be reached before you get the NOA for 2013. You are more likely have to wait until 2015 Jan to apply again.

When the redesigned program is launched on January 2, 2014, a maximum of 5,000 new complete applications for the sponsorship of parents and grandparents will be accepted for processing each year. The cap year which begins on January 2, 2014, will end on January 1, 2015, unless otherwise indicated in a future Ministerial Instruction. Subsequent years will also be calculated from January 2 to January 1 of the following year, unless otherwise indicated in a future Ministerial Instruction.

I have completed my documentation nd all set to send the packet today,though not quite sure if my application will be included in the CAP for further process despite the fact that I have met CIS's basic requirements.I have slight apprehension,though. I will appreciate if the forum members could address it.

I have chosen CHC NEW DELHI ,as the visa office to be designated for final process of the application after CPC-M gives the initial nod. As per NEW DELHI Visa Office specific requirements enunciated in IMM 3029E,col 2(IDENTITY AND CIVIL STATUS DOCUMENTS),I have attached notarized copies of my parents' VOTER CARDS AND ADHAAR CARDS(national identity card issued by Govt of India) as proof of their Marriage.
Will it suffice nd be accepted by CPC-M in the course my background check to determine my eligibility ?

You will not be able to claim your UK income as CRA option C print out or Notice of Assessment are the only accepted form of income verification CIC will accept.

No - you can't. You need three Option Cs to apply - and each of those Option Cs must meet LICO. Also, even if you adjust your returns to include your UK income, CIC will not include it in the LICO calculation. The income must be Canadian-based. Foreign income is only accepted if you were living in Canada while you earned the foreign income (which in your case you weren't).

Unfortunately you're going to have to wait another couple of years before you can apply.
