If CIC is so slow in returning apps in CEC, and we do agree both CEC and parent sponsorship 2015 are similar, how could they reach 5000 CAP so quick? For checking the completeness, they have to open and read. For return, they just need to find a bigger envelop and stick in a letter saying "this year's CAP reached and try again next year" like one post said before, then batch mail them out.

Anyway, if no returned app by April 2015, we should automatically say they are safely inside the 5000 CAP. Seeing is believing.
It's a matter of priority. Checking apps for the cap was a HIGH priority, especially given the high volume in the first 2 days; CIC most likely had extra staff stop their normal duties to come and check apps. Returning apps is a LOW priority; that extra staff would have resumed normal duties and CIC will start returning apps when they have time.

It could take CIC several months to start returning apps; even if they haven't been returned by April, there is absolutely no logical reason to think that would mean that all apps prior to Jan 16th are in the cap. People with apps received on Jan 2nd/Jan 5th morning were told by CIC that there app was number 41xx/46xx/etc., there have been no apps from beyond midday Jan 5th charged AND no credit card charges have been seen for about a week.

You were not excluded from the CAP. Your package just didn't make it in time. Remember you are competing against thousands of others trying to get in on the first opening day. If your package arrived on Jan 2nd, you would likely have made it in the CAP.

Here is a thread of an 2014 PGP application being returned due to wrong option C tax year, despite getting accepted in the 2014 cap. This can be a warning to those who got accepted in the cap but doesn't follow the checklist as listed. In this thread, the applicant submitted the option C printout for the wrong tax year.

He is not from 2014 cap. (Obviously from previous application before 2011 Nov pause) Don't mislead.

He may not have been part of the PGP 2014, it doesn't change the fact that CIC can still return application due to lack of specific documentation listed.

you are correct. last july old applicants were asked to send the option c printout of the year they applied and the previous year. this person probably made a mistake and sent wrong option c printout.

nothing to do with 2014 applications who have been accepted into cap last year.

Doesn't mean the initial checks to accept apps into the cap was done poorly and later on application will be returned due to missing docs, screech.

There have been cases of applicants submitting photocopies of scanned application with signatures, submitting 3 Option C's for qualifying for two of those years and not the 3rd year and submitted paystub to compensate and still made it in the cap.

You remember Ninaroy right? She was saying her application got accept in 2015 PGP Cap. If you know her history, ninaroy had decided to withdraw the 2014 PGP application despite being accepted in the 2014 PGP CAP. If I can recall, she didn't qualify for 1 of the 3 year Option C income requirement, despite submitting all 3 year option C printout/NOA, and sent 2014 paystubs to compensate. She couldn't take the chance that her application may get returned or rejected years later. So she withdrew the application and submitted a new complete application and got accepted into this year's 2015 cap.

We still don't know how CIC will deal with those they accepted in the Cap. Probably depends on the severity of the error. In Nina's case, she did not qualify for 2014 applicants, so she was wise to withdraw. But for a photocopy of an NOA instead of the original - the rule was not exactly defined and the individual does qualify for income - i.e. not as severe an error.

It does to show that despite Ninaroy's disqualification, her application still got accepted in the CAP.

Technically ninaroy's 2014 application was a complete application since she submitted all the required documentation despite not meeting the LICO requirements.

How was it a complete application when it was missing one year's NOA - it was just an error in CIC review to accept the application as completed.

She wasn't missing any documentations. She had it all there. She knew she didn't meet the LICO of one of the LICO requirement and submitted anyway in the hope maybe CiC agent would turn a blind eye to this disqualification and keep the process going since it has gone so far into the process. She decided not to chance it and withdrew the application. She basically submitted an application and got accepted in 2014 CAP knowing full well she didn't meet the LICO qualifications.

Went to read the thread - you're right, she did have an NOA for 2010 but did not meet the limit. Still, the CIC agent advised her not to withdraw and we don't really know how the officer who reviewed her application would have dealt with it, given that she was accepted in the cap and she would qualify for the 3 prior years when the application is finally reviewed. In the end, in some cases, we really cannot say how each individual officer will treat a particular case, just ask for corrected documents with a time restriction or reject outright. By then with all the Supreme Court cases on discrimination, their attitude may change. We can just hope for the best.
