Okay, I phoned Canada Post and they "assured" me that my parcel is already in the immigration mail room yesterday around 1pm. I asked what happened to the signature required? And the agent said it is up to the government to provide one. So useless, I will never use Canada Post again for important documents like this.

Canada Post is not cheap by any means, so better use UPS or Purolator.

Yes, It's now showing "Item Sucessfully Delivered". No signature, though I asked for one.

FYI:

Although CIC said it reached 5000 cap on Feb 3 last year, I think it was filled a bit sooner, around Jan 21. If you look at the 2014 timeline; CIC charged CC after 1~2 weeks in Jan which indicates the application making to the FIFO 5000. Later in Jun-Jul, the applicants received AOR. This year, I'm assuming it would fill up lot quicker.

Send my second application today morning using 2 hour same day Purolator service. Received & Sign at 9.45am by Hassan. This time I put
Credit card details instead of confusing certified cheque. I doubt mine application is first 5000 delivered. But hopefully it will first 5000
Completed application. Also write a cover letter explaining as why I am sending new application after 3 days, due to money order payment issue hunch.

Well Atleast some one is with me, my file was also collected by HASSAN, around 8am, and the tracking said it was in the mail room. And as i mentioned earlier i dropped my documents yesterday noon and this morning they were there.

Only 25$, I was charged 100$ more for first app, since on first day( 2nd Jan) my app get received at 1.24 pm . The person waits for more than 4 hours in line. Today it was quick.
I think bulk of 5000+ apps have reached on very first two days.( Friday & Monday). Today onwards , it is just slow and steady . Million dollar question is when will 5000 completed applications cap will reach. My guess is if 10000 apps reached by this weekend. Then it is all over. CIC may take another 2-3 weeks before based on app rate failure make a declaration of annual quota fill.

Yes, but They couldn't help or give any explanation ... Now the status changed to "out for delivery".

I guess they will charge cc before making any declaration ... This is the only indication you're in the 5000.
Last year they returned my application on April I missed the cap.
 
Do you think processing will be faster for 2014 and 2015 applications? To those who are stalking the processing time for PGP, did it improved compared in the past? CIC is saying that they are on track on cutting the backlog, that's why I am wondering.
