As long as your annual income including EI meets the LICO minimum requirements, you can qualify to sponsor your parents.

I'm planning to apply in 2015. I've already filled all the forms with updated dates until now and had my parents sign them since they are visiting me at this time. For the time being, I'm just waiting and hoping no updates will be done especially since a lot of these forms have been recently updated so I doubt they will update again.

I'll be sending mine with Canada post Xpress registered mail. It shouldn't take more than 2 days to get to Sydney.

I would expect some of the forms to be updated in late December, just before the program re-opens in January. Most likely the forms specific to PGP program and LICO, will be updated. Generic ones common to all family class programs may stay the same as they are now.

They already updated the Financial Capacity Form in November 2014 so I doubt they will re-update again.

Guide 5772 has already listed the minimum income levels for 2013, 2012 and 2011. Note just below the table, it says "if you are applying in 2015, you must provide proof of income from CRA for taxation years of 2013, 2012, 2011". So NOA and Option C Prints for 2013, 2012 and 2011 are the only proofs to provide. Any other income documentation will not be accepted.

So those who want to provide income by submitting paystubs, or 2014 paystubs because they didn't meet 2011 minimum level are not going to get anywhere.

As mention in your post, "no public drop offs". So no you cannot bring it to the office yourself. You have to mail it one way or another. Even if the office sits next to your house, you still have to mail it.

Good, seems CIC is more on the ball this year. Last year they waited until late December to release all the updated forms.

So I guess the best strategy is to prepare and sign all the forms now and just hope there are no last-minute revisions to anything. And make 100% sure to check all forms against the latest revisions on CIC site as of the morning of Jan 2.

I have similar question. I can show NOA of 2012 and 2013. Is it possible to show T4 of 2014 as a proof?

This is really very weird requirement. We all worked for whole year but can not use that as my income to sponsor parents. Looks like they discourage people to apply for sponsorship.

No you can't use a T4. Only acceptable docs are Option C/Notice of Assessment.

This is done to make the process simple and efficient. T4 is not a government issued form, it's employer issued. So there is too much opportunity for fraud here. You can prepare to apply for your parents in January 2016.

It does not discourage people from applying for sponsorship. It discourage those who want to defraud CIC of bogus income record for qualification. Option C printouts and NOA are the only acceptable proof of income.

If you want to include 2014 T4 as income proof, you can apply in parent sponsorship in Jan 2016, when 2014, 2013 and 2012 income proofs are needed and NOA and Option C are available for the years listed.

Does it mean total income for 2011, 2012 and 2013? If I made $50K each taxation year; should I insert $150K in that box?
For family size; does it mean me and my wife for the taxation years? Or, I should include my mother as well since I'm sponsoring her? It's either 2 or 3 for me.

Q17 (Spouse's current situation):
My wife is unemployed. So, I want to describe her situation in the text box; but the box is not open to typing. Well, I use Adobe Acrobat X (v10). Has anyone faced such problem?


My wife is expecting and she is due in March, 2015. Does this anyhow affect determining family size? Should I just notify CIC when the baby gets born during the application? FYI, we're a family of 3 at present. Myself, my wife and my mother (whom I'm willing to sponsor).

Not sure about the income question. Can't answer it until I see the form myself.

For family size: you are 3, you, your wife and your mother (the applicant applying for PR).

However when the baby comes in 2015 after your submit the PR application, your family size for 2015 becomes 4 and you must met minimum income requirement for 4 and also maintain annual lico during the entire PR process. So any future babies after your first one also have to be added to family size and increase lico requirement for year new baby came until your mother lands. family size is based on how many you are supporting. Not based on who pay taxes. So at time of submitting PR application jan 2015, you are family size 3. But you need to actually cover family size 4. CIC can request your income records to prove you maintained lico the entire time. When CIC sees you had a baby in 2015, CiC may or will calculate lico requirement based on family size of 4 for 2015 when your mother lands as PR.
