Sponsoring parents for PR while on Visit Visa in Canada

Hi,
My parents have got a Visit visa for Canada to visit my elder brother who is a Canadian Citizen.They r planning to leave for Canada within few days. My brother also wants to sponsor them as PR of Canada.But the problem is that in my home country Sponsorship applications of parents take more than 3 years to conclude ,moreover I ve heard that it takes many months even at Missisuaga for initial application.Now the problem is that my parents are very old (father 75 plus and mother 65 plus), in that case if PR process is going to take 5 years or so ,it very difficult for old persons like them to wait for so long!
As the processing times within Canada are quite low ,is it possible that my brother could apply them for a PR visa within Canada.I would also like to add that my parents live all one in their country and need someone to look to after them as we ll 3 siblings are out of our home country , one is PR of Canada, whereas PR process of rest of the 2 is in process.
Can any appeal/ letter made to the minister/MP in this regard can be of any use.
Seniors plz respond and advise whats the shortest possible route for my parents to get PR.
Secondly is it possible to apply for multiple entry Visa to Canada?
If yes what are the requirements which are needed to be fulfilled?
I would like to add that my parents have huge financial assets to their name in the home country whereas my brother is a Neuro Surgeon and very well established in Canada , so he can easily bear all the expenses of my parents while their stay in Canada.

You can not apply inland to sponsor parents so it will likely take 3-4 years to get their processing through but what they can do is apply for their extension of visit visa every 6 months, each time showing that he has the funds to support them while they stay. Some people have done this and succeeded. If they were refused, he could apply for a TRP for them to stay on Humane and compassionate grounds. He should get a lawyer for that but it is not necessary unless a visit visa extension were refused.

It is possible to apply for a multiple entry visit visa to Canada. It is on the regular application form and you can check mark multiple near the top. I assume that the requirements are the same as for a single entry visa, that you show that you have funds and that you have ties to your home country.

Why do they just not apply for a visitors visa.stay the 6 months then apply for an extension.They can go back to their homeland fo a visit then return for another 6 months.They can even buy property in Canada to stay when they come.There must be other options your father would be 79 before he sees an approval.

I wanted to bring my wifes parents on a visit visa is that possible? Who can sponcer she or I?

What is the process how long does it take and where can i get the applications for them send me a link plz?

Also can i apply throuh CIC in ottawa or mississauga?

You will have to see if you meet the requirement for the PGP program. It is actually a lottery. The major issue is wether you meet the minimum income requirement for your family size (including your mother). It must be for 3 years of Canadian income. The requirement for 2018 should be coming out soon.
