Hi Peter, have you received 1st stage approval? if yes I believe she cannot be removed. They will wait until she gets her PR

And phone conversation with CIC on February 04, 2013 in which they said file is on it way to CIC Etobicoke.
And phone conversation with CIC on April 12, 2013 they said "file is still on it's way to CIC Etobicoke".
