Here is info for you: http://www.cic.gc.ca/english/immigrate/sponsor/relatives-apply-who.asp

Here is criteria to see if you are able to sponsor her
You can sponsor:

brothers, sisters, nephews, nieces, or grandchildren who are orphaned, are under 18 and do not have a spouse or common-law partner,
relatives of the above (for example, spouse, partner and dependent children) who will come with them to Canada, or
You can sponsor one relative of any age or relationship, but only if you do not have one of these living relatives who could be sponsored as a member of the family class:

spouse or common-law partner,
conjugal partner,
son or daughter,
parent,
grandparent,
sibling, or
uncle, aunt, nephew or niece, and
you do not have any relative who is a:

Canadian citizen,
permanent resident or
registered Indian under the Indian Act.

You cannot sponsor your sister, because you are not alone. You have your baby.

My sister is an earthquake victim and has no one to help her except me. I really want to sponsor her. Is there any ways I can bring her to Canada

Your sister *might* be able to get a visitor visa under priority processing give the current situation in Nepal, read here:
http://www.cic.gc.ca/english/helpcentre/answer.asp?q=1073&t=30

Of course, this would not be a permanent solution.

I heard there is a way to sponsor an orphan sibling.
She's far too old for that (the cut off is age 16). Again, if she wants to immigrate to Canada she will have to qualify on her own.

I think you made a typo. The cutoff is 19 not 16.

Because you now have a baby in Canada, you are no longer considered to be alone in Canada. You cannot sponsor your sister at all. You could have had a chance to sponsor your sister before you had your baby. But even then, your sister would automatically become disqualified for sibling sponsorship the moment you have your baby as you are no longer "alone" in Canada.

Your sister "may" have a chance for a TRV but highly unlikely, as your sister would have a harder time convincing CIC that she would go back to a devastated area of Nepal after arriving in Canada.

Not according to CIC:
http://www.cic.gc.ca/english/helpcentre/answer.asp?q=1073&t=30

But, it's only temporary relief and does not lead to a permanent solution.

The sister would have a better chance of getting a TRV on account that she has a sister in Canada. But remember she would be competing for canada TRV along with all the others Nepal earthquake victims for it.

Canada is not going to grant a TRV to every victims that applied. The ones with the most sob story will likely to get it. Just because your house was destroyed by earthquake doesn't mean you will get it over someone who lost a family in the earthquake.

The victims of the earthquake are likely to be granted TRV if they have family in Canada since the family can temporary look after them short term until they are able to return to Nepal and start their life again.
