It's not necessarily your outland visa office (Manila) that is requesting it. Doctors send medical results to a Regional Medical Office (RMO), and the RMO is the one that analyzes the medical and reports results in a simple summary form for the visa officer. Both times they said CIC had demanded them, though I never got any email from Manila requesting a re-attendance. Maybe it was all a bunch of BS. I wonder how I could find out.
