It's not necessarily your outland visa office (Manila) that is requesting it. Doctors send medical results to a Regional Medical Office (RMO), and the RMO is the one that analyzes the medical and reports results in a simple summary form for the visa officer. Most likely your wife's medical went to either the Manila or Ottawa RMO.

So I would investigate how to contact the RMO, and ask them if they really requested the additional tests. http://www.cic.gc.ca/english/resources/publications/dmp-handbook/appendix-01.asp

Okay, thanks Rob. I'm going to do that. I'll also be taking a close look at the next set of GCMS notes. Medical reports are discussed there as well.

I do not want to jump ahead too far for some people, but I am curiouse as to what your spouses think of obtaining Canadian citizenship since Korea only allows dual citizenship in very limited cases. My spouse is eligible right around now, but it doesn't really seem like an option at this time.

I haven't even talked about it with my wife. I do know that dual citizenship is a relatively new option for Koreans. I wonder, under what circumstances will the Korean government permit it?

My wife will be eligible I think next year sometime, but she is still not sure what she wants to do. She doesn't want to just give up Korean citizenship either. We first want to investigate more what the repercussions would be if she had to give up Korean citizenship, but then we decided we wanted to live in Korea for a bit (which we may do), or if our Canadian children could still easily work in Korea some day if they ever wanted. I heard children with a Korean parent, even if that parent is no longer a citizen, still has certain benefits for living in Korea.

I believe children with a Korean parent are one of the groups that will be able to have dual citizenship. Also foreign spouses of Korean Nationals can acquire Korean citizenship and retain their own citizenship.

Canadians can also obtain Korean citizenship (not sure if you can carry both passports though) I only know this because the Korean government is dishing them out like crazy to athletes for the Pyeongchang Olympics (a couple Canadian hockey players, living in Korea for under 2 years, got their full Korean citizenship, passport and all!)

I think Korea only grants citizenship to foreigners for very special situations. So if you can't help them directly in some way (like playing on their Olympic team), then you aren't getting citizenship there!

Just curious as my parents are Korean. I believe I also had Korean citizenship (via descent as I was born in the US) until I gave it up when I turned 18 to avoid mandatory military service. Though since Korea didn't allow dual at the time, I'm not sure how I ever had it unless it was because i was a minor.

I believe if one of your parents is Korean and held Korean citizenship at one point, even though you or your parents don't hold Korean citizenship now, you would still be able to move to Korea and work relatively easy. So you have a sort of automatic PR-equivalent status in Korea. Not 100% sure of the rules here, just going by what my Korean-Canadian friends have told me.

Thanks Rob. Good to have a heads up... though I'd probably never explore working there simply because my Korean language skills have deteriorated to the point where I get that "look of shame" directed at me when I've used my Korean in Korea on past trips. I'd be too embarrassed to try working there :(

You'd get an F4 visa in your US passport. It's a permanent residency visa, without an expiration date. Pretty much the exact same thing as a Korean passport.

I have some "kyopo" friends here in Korea (Korean heritage, but born / lived / raised in another country) and they for sure get a few puzzled looks when they answer Korean with a 'waygook' accent ;) haha. Other than that, especially in bigger cities, a lot more kyopo's are living and working here, so you wouldn't get as many looks. You'd just get the standard 'waygook' look that we get here :)

Does my wife need a return ticket when entering Canada without her PR card application accepted?

We have heard that you do, and that you don't.

Does anyone have any experience with this situation?

For me, my accent is actually good in that when I speak Korean, the korean pronunciation is quite good. So initially, people don't know that I am a kyopo. But the problem is that my vocabulary is weak. So anything beyond casual conversation, I'll start to get lost. People probably think I have bad hearing before they figure out I don't know what they are talking about lol :)

I assume you are sponsoring her outland and she plans on staying with you in Canada until everything is done?

If so, a return ticket certainly helps (a lot). It is usually the first thing a border official will ask to see. Otherwise she will get more questions and may have to provide more proof about intent to return back to Korea. As others have suggested in the forum, one thing she can do is buy a round trip ticket and then cancel the return ticket once here.
